Priorities, Not Contracts: Romania Sets Its Own Answer to Black Sea Drones

Romania's Supreme Defence Council has made faster maritime surveillance, mine countermeasures and counter-drone response national priorities. It is a separate step from NATO's decision of 20 October. But no new radars, drones or ships have yet been bought or deployed.

What happened

On 22 October Romania's Supreme Council of National Defence (CSAT), meeting under President Nicușor Dan, set accelerated development of maritime surveillance, naval mine countermeasures and responses to drones entering Romanian airspace or territorial waters as national defence priorities. The statement was carried by state news agency AGERPRES, public broadcaster Radio România and Reuters.

The council also called for regular inter-agency exercises, updated intervention plans, closer cooperation with Bulgaria and Türkiye, and faster work on a proposed Black Sea security hub. It discussed making fuller use of the Black Sea Mine Countermeasures Task Group, whose role was already widened in 2026 to cover protection of critical infrastructure.

Reuters published its account at 17:41 UTC (20:41 Tallinn time) on 22 October. This is therefore an evening event of 22 October, not of the 23rd.

Why it became urgent

The decision follows drone attacks on merchant shipping near Romania and Bulgaria. As Reuters reported, two ships caught fire off the Romanian coast and another sank off Bulgaria, after which Sofia summoned Russia's ambassador and on 16 October formally asked NATO for aircraft and counter-drone systems. On 20 October NATO announced additional maritime patrol aircraft, radar and drones for the Black Sea.

What is new

The Romanian decision is separate from the alliance-level one. What is new is that Bucharest, through its top defence body, itself named faster surveillance, mine countermeasures, counter-drone response and inter-agency readiness as national priorities, and explicitly tied them to port access and offshore energy infrastructure.

This is policy direction, not an operational capability. No signed contract, specific funding allocation, delivery date or completed deployment was found in the official account or in independent reporting.

Why it matters for Ukraine and the Baltic region

The Romanian and Bulgarian coasts border shipping routes that are critical to Ukraine's exports. Maritime drone attacks, drifting mines and the threat to offshore energy now require national responses alongside NATO-level surveillance. Romania's emphasis on ports and its exclusive economic zone makes the stakes concrete.

For Estonia, Latvia and Lithuania the relevant precedent is how national surveillance, counter-drone response and critical-infrastructure protection are tied into NATO maritime security. It does not indicate a new threat or deployment in the Baltic Sea itself.

BSM analysis: Romania's move follows a familiar order: incident first, then an allied signal, then national priorities, and only at the end money and contracts. The last link is the weakest. The first three cost words; the fourth costs a budget. That is where to look.

What would count as the next material step

  • A funded contract for surveillance, mine-countermeasure or counter-drone systems.
  • An actual new deployment of forces or assets.
  • Revised rules of engagement in Romanian territorial waters.
  • The launch of a Black Sea security hub.

Conclusion

Bucharest has set a direction but has not yet travelled from direction to capability. For the region it is a signal that the answer to maritime drones is becoming a national task, not only an alliance one.

A priority is not yet a system. It becomes one when it gets a contract.
