Plan B for the Runway: Romania Buys Mobile Radars and Summons Russia's Ambassador

Romania has signed a contract with Thales for four mobile radars that guide aircraft in to land. This is not air defence but insurance in case permanent airfields are put out of action. The same day Bucharest summoned Russia's ambassador over the Brașov sabotage, and President Nicușor Dan called it a "grave violation" of the country's security. In Oleshky, Melania Trump says the ceasefire has been extended beyond the town, but the two sides have not separately confirmed it.

Romania: four mobile airfield radars (MATERIAL, MODERATE)

On 27 October Romania's Ministry of National Defence announced that it had signed a contract with a consortium of Thales Romania SRL and Thales LAS France SAS for four mobile precision approach and landing radars. The value is about RON 326.5 million excluding VAT. Deliveries will be phased, starting in 2028.

The radars detect, track and guide aircraft during approach and landing, including in bad weather and hostile electromagnetic conditions, by day and night. They can serve both military and civil aircraft and pass data to national and NATO air command and control systems. Their mobility allows them to be set up at alternative sites, reducing reliance on fixed air base infrastructure. Installation, integration and maintenance will be handled by Thales Romania with local partners.

What is confirmed. The signing, the supplier, the number of systems, the value and the start of deliveries (official announcement by Romania's Defence Ministry).

What is not established.
- 🟡 Locations, final configuration and acceptance dates.
- The funding source is not named in the announcement.

BSM analysis: these are not new air defence systems or long-range surveillance radars, but tools that let aircraft land where full airfield infrastructure is missing. That is exactly the kind of resilience every eastern-flank state lacks: the war in Ukraine has shown that permanent air bases are the first target for missiles. For Estonia, Latvia, Lithuania and Poland the principle is the same: aviation has to keep flying even if the main runway is knocked out.

Brașov: the diplomatic response (WATCH, moderate)

On 27 October Romania's Foreign Ministry summoned Russia's ambassador in Bucharest and lodged a protest over the Brașov sabotage, which Romanian intelligence and prosecutors had attributed the day before to a network coordinated from Russia. President Nicușor Dan called the plot a "grave violation" of Romania's sovereignty and security. (Full analysis — Material Update, 27 October, 08:00.)

  • 🟡 The full text of the protest and Moscow's reaction have not been established. No expulsions or sanctions have been announced.

Oleshky: an expanded ceasefire (WATCH, high potential)

US First Lady Melania Trump said the humanitarian ceasefire had been extended beyond Oleshky in Kherson Oblast so that aid convoys can pass safely. According to her, the arrangement was confirmed by Russia's Chief of the General Staff Valery Gerasimov. According to Reuters, as cited in the digest, ombudsman Dmytro Lubinets had reported no violations by either side as of 17:30.

What is not established.
- 🟡 The boundaries of the expanded zone: neither Kyiv nor Moscow has confirmed them separately, and there is no corridor map.
- Whether convoys have arrived and whether evacuations have begun.

Black Sea: a French patrol aircraft (WATCH)

Romania's Defence Ministry has officially confirmed that a French Atlantique 2 maritime patrol aircraft has been based at Mihail Kogălniceanu air base since 18 October. It is flying surveillance missions until 6 November: maritime reconnaissance, navigation safety and protection of critical infrastructure in Romania's economic zone. The deployment itself was already known from 24–26 October; what is new is the official confirmation with details.

Other open lines

  • Finland, Norway and Putin. No agreements announced after the 27 October call.
  • Poland and the UK. No specific projects under the three-year plan have been named yet.
  • Patriot / NASAMS / PURL. No new Pentagon approval recorded.
  • Latvia. The Resolute Reforger 2026 exercise continues until 8 November.
  • Lithuania. No findings yet on the drone crash or the attempted arson at a warehouse holding Starlink equipment.

Conclusion

The evening of 27 October brought not a dramatic event but a practical step. While diplomats summon ambassadors over sabotage and the sides negotiate corridors in Oleshky, Romania is buying equipment for the moment when its main airfields are no longer available. It is not a response to any specific threat, but preparation for a scenario Ukraine has already lived through.

Resilience is not the number of airfields but the number of places where an aircraft can still land.
