St Petersburg: Fires Are Confirmed, Export Damage Is Not

Baltic Security Monitor | Material OSINT Update
Snapshot: 18 October 2026, 14:00 (Europe/Tallinn). Event of the night of 17–18 October.

Governor Alexander Beglov confirmed fires at the Petersburg Oil Terminal, the Ruchi oil depot and warehouses in Kolpino after a drone attack, with one person killed and five injured in the city. Russia's Defence Ministry claims 1,015 Ukrainian drones destroyed overnight across many regions. Nobody has yet shown what damage the terminal took or whether exports were hit. I did not see a Ukrainian statement on the strike.

Update status

| Indicator | Value |
|---|---|
| Cycle assessment | MATERIAL UPDATE — HIGH |
| Category | Strikes on Russian energy infrastructure / Baltic export corridor |
| Event | Night of 17–18 October 2026 |
| Uncertainty markers | 🟡 5 in the table below · 🔴 0 |
| Delta type | New multi-site strike with confirmed fires; effect on exports unknown |

1. What is confirmed

  • Fires. Beglov's morning report, relayed by Interfax (09:30 Moscow time) and Kommersant: fires at the Petersburg Oil Terminal, the Ruchi oil depot and industrial warehouses in Kolpino district; the Emergency Ministry was still fighting them.
  • Casualties in the city. Beglov: one person killed, five injured and in hospital. Twelve apartment buildings and two private houses damaged; evacuated residents were returning.
  • Companies. Fontanka's live feed has Ozon reporting a drone attack on its logistics centre (08:39) and the VK data centre in Leningrad Oblast reported attacked (05:37). Kommersant says Ozon's centre was damaged but quotes no company statement.
  • Air defence figures. Russia's Defence Ministry: 1,015 Ukrainian drones destroyed between 20:00 on 17 October and 08:00 on 18 October, across many regions. Leningrad Oblast Governor Alexander Drozdenko: 144 downed over his region. These are official Russian figures, not independently checked.
  • Airport and power. Fontanka: Pulkovo closed around 02:03, and 15 flights had been cancelled by 07:17. Residents reported a partial blackout in several districts, with no official count.
  • Investigation. A terrorism case was opened (Fontanka, 09:08).

2. Confirmed versus outstanding

| Claim | Status |
|---|---|
| Fires at the terminal, the Ruchi depot and Kolpino warehouses | ✅ Governor Beglov (Interfax, Kommersant, Fontanka) |
| One killed, five injured in St Petersburg; 12 apartment blocks and 2 houses damaged | ✅ Governor Beglov |
| Total injured: 15 across two regions | 🟡 Digest, citing Reuters, which I did not read. Beglov said five in the morning; one headline said ten |
| VK data centre hit; services still running | 🟡 The attack is only a Fontanka feed entry; I saw no VK statement |
| Actual number of drones launched or shot down | 🟡 1,015 and 144 are Russian claims |
| Damage to the terminal and loss of throughput | 🟡 Nothing published beyond "fire" |
| Pulkovo: 41 flights delayed two hours or more; about 20,000 without power in Yanino | 🟡 Digest only; I saw 15 cancellations and no outage count |

3. BSM analysis

A fire is not a stoppage. Terminals have tanks, pipes and pumps, and a fire at one point can leave the rest running. Only satellite imagery, loading data or an operator's statement will say what was lost.

Not the first time. Per the digest, the terminal was also hit in June and July. I did not verify those. If true, repeated damage matters more than a single night's: repair time and the cost of protecting the site both go up.

Attribution rests on Russian statements. The Defence Ministry calls the drones Ukrainian, and the case is a terrorism case. I did not see a Ukrainian General Staff or presidential claim for this strike.

Why the Baltic region cares. The terminal sits on Russia's Baltic petroleum-export route, and the attack ran through the Gulf of Finland approaches. The digest notes that Finland kept precautionary restrictions in the eastern Gulf. It found no Finnish airspace violation and no link between this attack and a new Finnish deployment, and I could not add to that.

Per the digest, not re-verified by me

| Case | Status in the digest |
|---|---|
| Patriot interceptors for Ukraine | No new inventory statement |
| Starshield speed restrictions | Restoration not established; responsible authority not identified |
| NATO response to Bulgaria | North Atlantic Council to discuss the Black Sea on 20 October |
| Zaporizhzhia NPP repairs | Completion not confirmed |
| Black Sea sailors: Wine Trader (seven missing, five rescued), HS Dignity | Outcome not established |
| US sanctions waiver, 60-day review (Rubio) | Clarifies the review period, no separate update |

Conclusion

Established: a new overnight drone attack, confirmed fires at two named oil facilities and one death in the city. Not established: the damage to the terminal, any effect on exports, the real drone numbers and the final casualty figure.

Next checks: satellite imagery of the terminal and Ruchi; port loading data; company statements from the terminal operator and VK; the Reuters casualty total.

Left out of this article: Zelensky's figure of 76 attacks on Ukrainian energy sites in a week (internal consequences, on request only).
