Someone Else's Signature, Your Own Production: Two Lessons in Dependence

Patriot interceptors: approval pending, no refusal

Materiality: HIGH

The Washington Post reports that US Defence Secretary Pete Hegseth has not completed the authorisation needed for at least some transfers of Patriot interceptor missiles from allied countries to Ukraine. The paper cites one US official and three other people familiar with the matter. According to the report, Hegseth has neither approved nor formally rejected the transfers, and other US military assistance continues to be cleared.

Approval is required because the missiles are US-made and were sold to other countries under agreements that restrict onward transfer. On 19 October, President Volodymyr Zelenskyy said a package financed through NATO's PURL mechanism was awaiting Hegseth's signature, and suggested the delay was political. That reading remains an allegation. The Kyiv Independent quotes Ukrainian officials who say the contracts are on Hegseth's desk and unsigned, while a US government official called the claims untrue. A NATO official said PURL deliveries, including air defence, are continuing, and another doubted political motives.

What is not established: how many interceptors are held up, when approval might come, and whether any motive lies behind the delay.

BSM analysis: The episode exposes a dependency that has nothing to do with money or factory capacity. European governments can be willing to give, and Ukraine can need the missiles urgently, yet delivery still hinges on the original supplier's consent. For the Baltic states, which also rely on US-origin systems, this is a structural point worth noting. It does not indicate any reduction in NATO's air-defence readiness in the region.

The next markers: a signed approval, an explicit rejection, confirmation of further affected transfers, or completed delivery.

Finland: €100 million for one million mines

Materiality: MODERATE

Finland's Defence Forces want to buy about one million anti-personnel mines, with roughly €100 million set aside. Colonel Riku Mikkonen of the Army Command confirmed this to the news agency STT, as Yle reports. Domestic manufacturers are the preference, and Mikkonen said around half a dozen Finnish companies can make mines. Domestic production is targeted to be running by 2028.

The programme follows Finland's exit from the Ottawa Convention, which took effect in January 2026. This is a late capture rather than an overnight decision: the details were published on 19 October and missed by the previous snapshot. What changed is the move from a general decision to reintroduce the weapon to a quantified, funded procurement goal.

What is not established: no contracts are signed, no deliveries are made, and no operational deployment has been reported.

BSM analysis: Finland shares roughly 1,340 kilometres of land border with Russia. Rebuilding a national stockpile and a domestic production line is a long-horizon decision aimed at not depending on foreign suppliers in a prolonged crisis. Estonia, Latvia, Lithuania and Poland have also left the Ottawa Convention, but Finland's plan does not show that they have adopted identical acquisition programmes. The immediate military effect is limited, since contracts and production are still ahead. The humanitarian objections to the weapon remain, and Finland's government says it stays bound by international humanitarian law.

Two directions, one question

Placed side by side, the two items describe different answers to the same problem. Ukraine's air defence depends on a signature that someone else controls. Finland is spending to remove that kind of dependence from its own land defence, even if the result is years away. The practical test for the coming weeks is whether the Patriot approvals are completed before further ballistic-missile attacks drain Ukraine's remaining interceptors.

Under watch

  • Lithuania, drone: the preliminary assessment points to a Ukrainian drone carrying explosives; its exact flight path is still disputed, and Russian electronic interference has not been established as the cause. Radar reconstruction and forensics are pending.
  • Lithuania, Starlink sabotage: the attempted arson at operational Starlink infrastructure in Vilnius is still under investigation, with no new arrests or independently established attribution.
  • Finland, supply network: an Yle investigation links an electronics procurement network involving two Finnish citizens to shipments worth almost €30 million to Russia and to suppliers of its missile industry. No new charges or enforcement action have been established.
  • Black Sea: Bulgaria's request for additional NATO combat aircraft and counter-drone capabilities remains unresolved ahead of a NATO discussion on 20 October.
  • Space: orbital analysis suggests possible future approaches by Cosmos 2611 and Cosmos 2613 to ICEYE-X37 in November. These are predictions, not completed encounters.
