The Gomel Corridor

Residents of occupied Oleshky are back on Ukrainian-controlled soil, but the road home ran through Crimea, Anapa and the Belarusian city of Gomel. A humanitarian operation routed through three countries has handed Minsk a role it has long wanted. Meanwhile, 1,400 km from the front, Russian refining is burning for a second night running.

  • Lead development: Oleshky evacuees reach Gomel aboard four aircraft
The Oleshky humanitarian operation followed a route that is a political message in itself. People left occupied Kherson region through Crimea and Russia, and their return to Ukraine ran through Belarus, the country from which Russia launched its 2022 advance on Kyiv. For Minsk, this is a rare chance to appear as a humanitarian transit point rather than a staging ground. For the Baltic states that is an uncomfortable signal, because with Washington already interested in Belarusian potash, Lukashenko gains one more argument for "normalisation".

🟠 1. Oleshky to Anapa to Gomel to Ukraine

Materiality: MODERATE · new stage of the operation

On 31 October four aircraft carrying evacuees from occupied Oleshky landed at Gomel airport. Ukrainian MP Davyd Arakhamia confirmed the fourth arrival, and Reuters, AP and Belarus's state agency BelTA all reported the operation. According to Belarusian state media, rescue workers, medics and Red Cross volunteers met the group in Gomel.

The route was long. Buses took residents from Oleshky to Armiansk in occupied Crimea, where they made their final choice between Ukraine and Russia. The convoy then travelled to Anapa in Russia's Krasnodar region, and from there people flew to Gomel. Documents photographed and published earlier by Fox News indicate the flight used a Russian Defence Ministry aircraft. Those documents have not been independently verified.

After the 14:00 snapshot, confirmation of the final leg came through: the evacuees crossed the Belarus–Ukraine border into Chernihiv region after a journey of roughly 19 hours. President Zelenskyy and Ombudsman Dmytro Lubinets both confirmed the mission's success.

Neither side has released an official headcount, citing security. About 750 people registered to leave. A Newsmax journalist reported 11 buses heading to Ukraine and four to Russia 🟡. Before the war Oleshky had around 24,000 residents. By October roughly 2,000 remained, including nearly 50 children.

The White House credits First Lady Melania Trump with brokering the truce that made the operation possible, after earlier efforts by the UN, the ICRC and Pope Leo XIV produced nothing. Lubinets called it the longest local ceasefire since 2022.

The operation was not clean. Volunteer Kseniia Arkhipova said Russia began moving people before the agreed date, and TASS footage appears to support her. An anonymous source told the Kyiv Independent that Russian authorities tried to limit departures, registering hospital patients with warnings about "filtration" and skipping door-to-door notification 🟡.

BSM analysis

For the Baltic region, the key word in this story is Gomel. Throughout the war Belarus has remained Moscow's ally and the territory from which Russian troops advanced in 2022. Prisoner exchanges have passed through the Belarus–Ukraine border before, but Minsk now has a visible role in a civilian humanitarian operation publicly backed by the White House. The documents published by Fox News refer to "repatriation operations" from Kherson-region towns "at least once a month". If the model becomes routine, Minsk secures standing as an indispensable transit point.

That lands on top of the story from this morning's edition: according to Politico, a US envoy has spent more than a year informally pressing Lithuania to reopen Klaipėda to Belarusian potash. Every humanitarian gesture from Minsk strengthens those in Washington who believe Lukashenko can be dealt with. Vilnius and Warsaw will read the same gestures differently: as a way out of sanctions isolation that requires no change in Belarus's military integration with Russia.

The operation itself does not signal a wider ceasefire and is unconnected to any Belarusian military movement.

🔵 2. Ufa: a second night of refinery strikes

WATCH · HIGH-potential

Drones struck Ufa overnight into 31 October. Working from eyewitness photos, the independent OSINT project Astra established that an aerial impact caused a major fire at the Bashneft-Novoil refinery, with preliminary assessments pointing to the L-35 catalytic reforming unit, which produces high-octane gasoline components and hydrogen used for desulphurisation. The monitoring group Crimean Wind also reported a fire at the neighbouring Bashneft-UNPZ plant 🟡.

Bashneft's three adjacent Ufa refineries (Ufaneftekhim, Novoil and UNPZ) together process about 23.5 million tonnes of crude a year. Ufa lies roughly 1,400 km from the Ukrainian border. Rosaviatsiya suspended operations at Ufa airport, with restrictions also at Kazan and Samara. Russia's Defence Ministry claimed 433 drones downed over 19 regions. Neither the operator nor the Bashkortostan authorities have confirmed damage, and Kyiv has not commented on this strike.

BSM analysis

This is the second consecutive night of strikes since Deputy Prime Minister Novak acknowledged that a "brief pause" on refinery attacks had ended. (Detailed analysis of the pause: BSM, 31 October, 08:00.) The strikes have resumed despite Axios reporting in early October that US envoys threatened to cut intelligence sharing with Ukraine over attacks on Russian refining. For the Baltic region the issue is fuel exports: the less Russian refineries can process, the more crude goes abroad through Baltic Sea ports, much of it on shadow-fleet tankers.

Also under watch

  • PAC-3. The potential sale of 500 interceptors was covered at 08:00. Next milestones: contract signature and transfers from existing stocks.
  • Lithuania Starlink arson. Awaiting an extradition decision and investigative attribution.
  • Estonia border bunkers. Awaiting construction contracts and physical completion.
  • NATO in the Black Sea. Awaiting additional surveillance deployments.
  • Contship Jet. Awaiting Bulgarian pollution test results and attribution of the drone attack.

No other independently verified binding defence decision, NATO force-posture change or serious Baltic Sea incident crossed the MATERIAL threshold this cycle.

Conclusion

The Oleshky corridor worked, and for the people who finally made it home that is what matters. For the security of NATO's northeastern flank, though, the route matters as much as the outcome. Belarus, still Russia's military ally, has been cast as a humanitarian intermediary at exactly the moment Washington is looking for ways to ease pressure on Belarusian potash.

Questions for the next cycle: will such operations become regular, and will Gomel remain the transit point; will satellite imagery or the operator confirm damage in Ufa; will Washington send new signals on Belarus sanctions.

A humanitarian corridor saves lives. But whoever opens the door always expects to be thanked for it.
