The Plant Has No Name, the Petrol Queues Do: Kstovo After the Strike

Nizhny Novgorod's governor has admitted "significant damage" to an industrial enterprise in Kstovo district without naming it. Other signs fill the gap: queues at Nizhny Novgorod petrol stations, pumps running dry and odd-even refuelling days for drivers. The identification of the NORSI refinery remains provisional, and lost output is not established.

What happened

Overnight into 1 November, drones attacked Kstovo district in Nizhny Novgorod region. Governor Gleb Nikitin reported a massive attack, more than 100 drones downed and "significant damage" to an industrial enterprise. Preliminary information showed no casualties. Reuters and AFP carried the statement.

Nizhny Novgorod mayor Yuri Shalabaev added that an industrial plant and a utility facility were damaged, and that possible damage to residential buildings was still being assessed.

Ukrainian media and monitoring channels named the likely target as Lukoil-Nizhegorodnefteorgsintez (NORSI), one of Russia's largest refineries, with capacity of 15–17 million tonnes of crude a year. RFE/RL reported footage apparently showing that refinery on fire.

What changed

At 08:00, Kstovo stayed on WATCH: there was a fire on eyewitness video and no official confirmation. Now there is official acknowledgement of significant damage, carried independently by international agencies. That justifies MATERIAL status for the industrial incident, though not for specific NORSI units. 🟡

The second new signal comes from the fuel market. After an emergency operational meeting, regional authorities urged drivers to refuel only as needed and not to stockpile. According to the Nizhny Novgorod city administration, petrol stations now run an odd-even scheme based on the last digit of the licence plate, with volunteers posted at entrances. At 13:22, the regional news agency NIA Nizhny Novgorod reported queues at many chain stations, while a fuel-availability service showed some stations running low or out of petrol. Officials insist stocks are sufficient.

BSM analysis

The governor can leave the plant unnamed, but the restrictions at the pumps speak for themselves. Nobody introduces plate-based rationing over a minor incident. The step shows that authorities at least anticipate disruption to local fuel supply. Still, an odd-even scheme does not prove a refinery shutdown on its own: it can be imposed pre-emptively to head off panic buying.

Kstovo is the third refinery hit within days, after Novokuibyshevsk and Ufa. The Russian outlet Agentstvo estimates the three plants together account for about 10% of Russian refining and more than 10% of its diesel. Its method is not disclosed, so the figure is a guide rather than a measurement. NORSI is no stranger to strikes in 2026: in May, according to Reuters, an attack halted its main crude unit.

For the Baltic region, NORSI matters as a fuel supplier for central Russia and partly for export. A long outage at a plant this size shifts Russia's domestic fuel balance and can reroute product exports through Baltic Sea ports. The first signs of domestic strain are already visible at the pumps. Any export effect is not yet traceable.

Still unknown

The damaged enterprise has not been officially named. 🟡 There is no Lukoil statement, no independent satellite imagery and no data on unit operations. 🟡 It is unclear whether the odd-even scheme reflects real shortages or precaution. Imagery, industry sources on throughput and how long the pump restrictions last will settle it.

Bottom line

Kstovo has moved from an unverified fire video to officially acknowledged significant damage. Authorities avoid naming the plant, but Nizhny Novgorod's petrol stations are behaving as if they know it.

It is too early to talk about lost production. It is not too early to talk about a nervous fuel market.
