Grain and Gunpowder

On the same evening that Zelenskyy and Erdoğan agreed in Istanbul to work on a grain corridor, and Rubio spoke of growing interest in a Black Sea ceasefire, Ukraine's General Staff reported a Neptune strike on a Russian plant that makes gunpowder and solid rocket propellant. Talk of a truce at sea and strikes deep inside Russia now run side by side, and neither cancels the other.

  • WATCH: 32 investigations (31 retained, 1 added: damage verification at the Kamensky plant)
  • Uncertainty markers: 🟡 4 · 🔴 0
  • Lead development: strike on the Kamensky Combine in Rostov region
In a single day, 31 October produced both versions of the war's near future in the south. In one, Turkey, India and the United States look for a formula to let ships cross the Black Sea safely. In the other, Ukraine hits Russian defence production and Russia hits Ukrainian ports. For the Baltic states this is not a distant story. The shadow fleet Ukraine targets in the Black Sea also sails through the Baltic, and in 2022–23 the "solidarity lanes" for Ukrainian grain also led to Baltic ports.

🟠 1. Kamensky: a strike on gunpowder and rocket fuel

Materiality: MODERATE · new entry

Overnight into 31 October, according to Ukraine's General Staff, Neptune missiles and attack drones hit the Kamensky Combine in Kamensk-Shakhtinsky, Rostov region. The General Staff reports a fire in the finished-goods warehouse and damage to at least four production workshops. Rostov Governor Yuri Slyusar acknowledged an overnight air attack on Kamensk-Shakhtinsky and four other districts, but said nothing about the plant.

According to the OSINT project Varta, cited by Militarnyi, the combine is one of the largest chemical plants in southern Russia. It produces gunpowder, explosives and ammunition components, from 5.45–14.5 mm cartridges to artillery and mortar rounds and 23–30 mm cannon shells. The General Staff adds that it makes solid rocket propellant for the Uragan, Smerch and Tornado-S multiple-launch rocket systems.

The plant has been hit before: Militarnyi reported a drone strike on its production facilities on 24 August 2026. The same night, the General Staff says, Ukrainian forces also hit four supply depots in occupied territory. The Kyiv Independent states plainly that it could not independently verify the military's claims, and Russian officials have not commented 🟡.

BSM analysis

Strikes on refining (Novokuibyshevsk on 30 October, Ufa on 31 October) hit the war economy. The Kamensky strike targets munitions production itself, at a link that is hard to replace quickly: propellant and solid fuel are a bottleneck for any defence industry, Europe's included. Still, a strike does not prove a fall in output. Satellite imagery, repair activity and operating data will decide that. The Baltic dimension is direct: the longer Russia spends resources defending and rebuilding its own defence industry, the less it has left for pressure on NATO's northeastern flank.

🟣 2. Black Sea: ceasefire on the table, ships under fire

WATCH · HIGH-potential

Speaking on 31 October while hosting the G20 foreign ministers' meeting in Atlanta, US Secretary of State Marco Rubio said Turkey and India had "come to the table with some ideas" about getting grain shipments moving. The situation, he said, threatens global food security and "to some extent, energy security as well."

The same day, Zelenskyy held talks with Recep Tayyip Erdoğan in Istanbul. The two agreed to work on making a Black Sea grain corridor "exist and be effective". Erdoğan called attacks on civilian vessels "absolutely unacceptable" and said he would continue contacts with Moscow. No mechanism, timeline or guarantees were announced.

The scale of the problem is large. Zelenskyy told Bloomberg on 23 October that since Russian strikes intensified in August, Ukraine's grain export capacity has fallen to 38% of normal and port shipments have essentially stopped. Ukrainian agricultural companies have reportedly lost around $3 billion. Turkey, India and Egypt proposed a scheme under which ships flying their flags would call at both Ukrainian and Russian ports without being attacked. Russia rejected it.

BSM analysis

The maritime escalation began with Ukrainian strikes on shadow-fleet tankers, after which Russia stepped up attacks on Ukrainian ports. It is the same shadow fleet that routinely transits the Gulf of Finland and the Baltic Sea. Any Black Sea shipping arrangement will quickly face the question of whether it covers tankers carrying sanctioned oil, and here the interests of the Baltic and Nordic states, which are tightening controls on the shadow fleet, may diverge from a "grain for quiet" logic. Separately, Kyiv has asked the EU to restore the "solidarity lanes" overland export routes. In 2022–23 part of Ukraine's grain moved through Poland and Baltic ports; if the Black Sea stays shut, that logistics question returns to Warsaw, Vilnius and Riga.

Oleshky: people returned, access in doubt

(Detailed analysis of the Gomel route: BSM, 31 October, 14:00.)

Completion of the operation is now independently confirmed: Reuters journalists witnessed buses crossing into Chernihiv region, family reunions and medical assistance. According to Ombudsman Lubinets, the oldest returnee is 94 and the youngest just over a year old. The final number of evacuees has not been disclosed 🟡. The local ceasefire runs until 1 November, and it is unclear whether humanitarian access to those who stayed in Oleshky will continue.

Also under watch

  • Ufa. Eyewitnesses and Astra analysis point to a fire at Bashneft-Novoil; the damaged unit and any production halt remain unconfirmed 🟡. (More: BSM, 14:00.)
  • PAC-3. Awaiting a contract and transfers from existing stocks. (More: BSM, 08:00.)
  • Contship Jet, Zaporizhzhia NPP, NATO in the Black Sea, Baltic border incidents. No new verified changes.

Conclusion

31 October ended with two movements in opposite directions. Diplomacy is looking for a way to get grain back onto the Black Sea, while the war moves down to the level of gunpowder and rocket fuel. The two are not mutually exclusive: strikes on Russian industry and refining are also Ukraine's leverage in any talks over who uses the sea, and on what terms.

Questions for the next cycle: will satellite imagery confirm damage at Kamensky and Ufa; will the Istanbul understanding turn into an actual mechanism; will the Oleshky ceasefire be extended past 1 November.

Grain needs quiet at sea. Gunpowder needs quiet at the factory. Tonight, neither got it.
