London and Berlin exchanged ratification instruments on 8 October, and the treaty signed in July 2025 is now in force. Its legal content is serious: mutual assistance, including by military means, if either is attacked, and a dedicated clause on NATO's northern and eastern flanks. But no new troops, weapons or changes to NATO rules were announced. This is a framework, not an operation. Its weight will show in decisions still to be taken.


What happened

On 8 October in Berlin, UK Prime Minister Andy Burnham and German Chancellor Friedrich Merz, according to their joint statement, completed ratification of the Kensington Treaty through an official exchange of documents. The treaty was signed in London in July 2025. Under Article 30 it enters into force on the date the instruments are exchanged, so it became effective on 8 October. (The joint statement does not itself state the entry-into-force date; it follows from the treaty text.)

What the text says, per the official publication:

  • Article 3. The parties reaffirm their NATO commitments, including Article 5, and separately commit to assist each other, including by military means, if the other suffers an armed attack. This supplements NATO rather than replacing it.
  • Article 4. Hybrid threats: sabotage, malicious cyber activity and information manipulation, including by states and their proxies. The parties commit to strengthen resilience and consider information sharing and coordinated responses.
  • Article 7(4). The parties share "a special interest and focus" on NATO's northern and eastern flanks, will work with Allies on deterrence and defence there and coordinate their forces where possible.

The same day the governments announced a new counter-hybrid partnership: societal and democratic resilience, protection of critical infrastructure, and the ability to monitor and counter hybrid threats. Separately there is space-security cooperation and a memorandum targeted for signature at government consultations in early 2027.

BSM analysis: Legal force has arrived; operational force has not. No new deployments, weapons transfers or NATO rule changes were announced. The counter-hybrid partnership largely formalises what Article 4 already sets out, and its structure, budget and timetable are undisclosed. The delta is institutional: a legal basis now exists for joint action that does not yet exist.

What it means for the Baltic states and Ukraine

The UK is a central military partner for Estonia, and Germany carries major defence responsibilities in Lithuania. The treaty names the eastern flank as a shared priority, so it could improve reinforcement planning, interoperability and defence-industrial cooperation relevant to the Baltic states. But that is an opening, not a decision.

The counter-hybrid partnership matters against recent reports of sabotage targeting European defence firms that supply Ukraine (Denmark's assessment of 7 October).

For Ukraine the effect is indirect: stronger European defence cooperation could make the support ecosystem more resilient, but today's announcement provides neither weapons nor money.

🟡 UK: two Latvian nationals arrested inside RAF Molesworth. According to the Metropolitan Police, security patrols found an abandoned vehicle near the perimeter of the Cambridgeshire base at about 22:00 on 7 October and a small breach in the fence. Two men, aged 36 and 32, both Latvian nationals resident in the UK, were found inside the perimeter and arrested at about 02:00 on 8 October. They were first arrested on suspicion of trespass on a prohibited site and criminal damage, then under section 4 of the National Security Act 2023 (entering a prohibited place for a purpose prejudicial to the UK). Both remain in custody. Explosive-ordnance officers checked the vehicle and found nothing of concern. Police are searching two addresses in the Peterborough area. Counter Terrorism Policing leads the investigation.

Molesworth supports US and NATO intelligence activity, which makes the site sensitive. Commander Helen Flanagan said there is nothing to suggest a connection to events at RAF Fairford last week, and that police are keeping an open mind on motivation. For context: on 27 September residents near Fairford were evacuated and petrol was found in three vans linked to suspects, but no explosives; Burnham spoke of "strong indications" of Iranian involvement, which Iran denies (CBS News). Police have established no link between Fairford and Molesworth.

I did not verify these figures separately, and the link in the digest itself points to a headline reporting 12 killed on one street, so the figure of 30 needs clarification.
