The Pentagon Reviewed, the Baltics Waited — Now the Troops Are Moving Again
Baltic Security Monitor | Material Update 23 September 2026, 08:00 (Europe/Tallinn)
Months of uncertainty over the American military footprint in Lithuania and Estonia are ending not with political assurances but with physical movement of troops and equipment. Lithuania says a new rotation is already on its way. Estonia says the U.S. presence continues.
Lithuania: "on its way," but no numbers yet
On 22 September, Lithuanian President Gitanas Nausėda posted on X that a new rotation of U.S. troops was already heading to Lithuania, thanking Donald Trump and his administration. Reuters independently confirmed the decision, noting that the U.S. has normally kept an armoured battalion of roughly 1,000 troops in Lithuania since 2019. Foreign Minister Kęstutis Budrys said the deployment is returning to "large numbers," though the exact force size hasn't been disclosed. Presidential adviser Deividas Matulionis told Lithuanian public media the incoming contingent would not be smaller than the previous one.
More than 1,000 U.S. troops completed their Lithuanian rotation and began leaving in June, while Washington reviewed its European force posture. Per Stars and Stripes, the Lithuania-bound battalion is typically drawn from the Poland-based brigade — the same one whose positioning in Poland Defense Secretary Pete Hegseth cancelled in May, alongside an order to withdraw up to 5,000 troops from Germany. It was that pause on the Poland deployment that left the Lithuanian rotation departing without a replacement in the first place.
BSM analysis: The key shift here isn't another political statement — it's a concrete deployment decision. Lithuania says the contingent is physically en route, and officials are signalling a size at least comparable to before. As of Tuesday, the Pentagon had not officially confirmed the move — worth flagging as an open verification point.
Estonia: political confirmation, still no fresh numbers
Estonian Foreign Minister Margus Tsahkna separately said on 22 September that the United States will continue its military presence in Estonia. That resolves uncertainty that emerged over the summer, when U.S. troop numbers in Estonia fell below 100 amid the Pentagon's posture review — a sharp drop from the roughly 700 troops previously based at Tapa and Camp Reedo.
The exact size and composition of the next Estonian rotation are not disclosed in the sources checked for this update.
BSM analysis: The Estonian track mirrors the Lithuanian one in shape: a summer drawdown during the broader U.S. posture review, followed now by political confirmation the course is holding. Unlike Lithuania, though, there's no hint yet of actual numbers or equipment movement — just a minister's statement.
Wider context
Both decisions land while Washington is simultaneously trimming parts of its presence elsewhere in Europe — meaning at least part of the U.S. posture is being deliberately weighted toward the region closest to Russia and Belarus rather than drawn down evenly. Lithuania borders both Russia's Kaliningrad exclave and Belarus; the region has seen a rising rate of drone incidents and airspace violations in recent months, including a Russian "Gerbera" drone Nausėda said was shot down separately in the Kaišiadorys district.
BSM analysis: For Ukraine, the effect is indirect but real: credible U.S. deterrence in the Baltics reduces the pressure on European NATO members to hedge against a sudden weakening of the northeastern flank while they keep supporting Kyiv militarily.
What to watch
The next material deltas: the unit's arrival at the Pabradė training area, an official U.S. Army or Pentagon announcement, disclosure of Lithuania's incoming force size and rotation duration, and the equivalent details for Estonia's next rotation.
