Lithuania Wants to Become a Production Floor for Combat-Tested American Drones

While the Pentagon reviews troop numbers in the Baltics, an American defence company is preparing to move production there instead. Lithuania and Mach Industries have signed a declaration on potential drone-system production — including systems already combat-tested in Ukraine.


What was signed

Lithuania's Minister of National Defence Robertas Kaunas and Mach Industries President Nathan Diller signed a joint declaration aimed at strengthening strategic Lithuanian-U.S. defence-industrial cooperation and creating new opportunities to support Ukraine. Lithuania's Ministry of National Defence published the announcement on 23 September; public broadcaster LRT, citing BNS, independently confirmed the signing the same morning.

Kaunas said the sides would work to establish production in Lithuania of drone systems, including ones already tested in Ukraine under real combat conditions. The minister added that Lithuania's geographic location, proximity to Ukraine, and NATO and EU membership create favourable conditions for bringing advanced U.S. defence technology production closer to Ukraine. Mach Industries founder and CEO Ethan Thornton said credible deterrence requires both technology and the capacity to produce it at scale, calling the declaration a foundation for building that capacity together.

BSM analysis: This moves the relationship past the exploratory stage from June 2025, when Mach Industries was merely considering Lithuania for European expansion. By July 2026 the company had already demonstrated its Viper drone to Lithuanian and Estonian officers at the VANGUARD exercise in Rūdninkai — so this declaration reads as a logical next step rather than a surprise. It's still a declaration, not a binding investment agreement: no factory site, investment value, production volume, or start date has been announced.

The wider trip context

The declaration is just one outcome of Kaunas's U.S. visit. The minister also met representatives of Northrop Grumman, Lockheed Martin, Palantir, and Epirus Inc., inviting Epirus to present its microwave-based counter-drone technology in Lithuania as early as next year. Kaunas said the goal is to turn these contacts into long-term industrial integration; Lockheed Martin and Northrop Grumman are already building ties with Lithuanian companies.

Over the past three years, Lithuania has purchased roughly €2 billion worth of U.S. weapons and equipment — more than any other Baltic state — including Javelin missiles, JLTV armoured vehicles, Black Hawk helicopters, HIMARS rocket artillery, and AMRAAM missiles for NASAMS air-defence systems.

BSM analysis: The combat-testing element is the strategically significant part. If the initiative moves forward, it creates a direct channel through which systems proven on the battlefield in Ukraine flow into production inside Lithuania — shortening the loop between combat use, industrial adaptation, and serial output within NATO territory. For the alliance's eastern flank, this would mean American drone and ISR production landing right next to the Ukrainian border, inside the EU's own defence-industrial base.

What to watch

The next material deltas: a binding investment agreement, a factory-site decision, disclosed capital expenditure, production volumes or a confirmed serial-production schedule, and clarity on exactly which Mach Industries systems would be built in Lithuania.
