A Step, Not a Result: Repairs Near Zaporizhzhia and British Typhoons in a French Nuclear Scenario for the First Time

Two moderate material updates, both captured late. The IAEA has confirmed completed repairs near the Zaporizhzhia nuclear plant, but its second power line is still down. British fighters escorted French aircraft for the first time in a nuclear-deterrence exercise, but nuclear command arrangements have not changed.

Baltic Security Monitor | Security Watch — 2 Material Updates (MODERATE)
Snapshot: 24 October 2026, 20:00 (EEST)

Both events belong to 23 October and reached this report late. They did not occur in the six-hour window of 14:00–20:00 on 24 October. No additional independently verified development met the materiality threshold in that period.

Zaporizhzhia: repairs finished, the power problem is not (MODERATE)

On 23 October the IAEA confirmed that technicians had completed repairs to a damaged backup transformer near the Zaporizhzhia thermal power plant. The work took place during the eighth localized ceasefire organised by the agency. IAEA observers were reportedly present throughout, despite nearby explosions, gunfire and drone activity. The repair strengthens the plant's link to its only operating external line, Ferosplavna-1, rated at 330 kV.

The IAEA also reported an adverse development: both Russia and Ukraine confirmed newly identified severe damage to the main 750-kV Dniprovska line, which remains unavailable. According to the same report, a drone allegedly struck a bus carrying plant staff on 21 October and killed the driver, after which staffing was reduced.

What is not established. The repair does not give the plant a second independent power line. The IAEA has not attributed either the bus incident or the new damage to Dniprovska. Note: I could not open the IAEA Update 372 page, so the details on repairs and lines are taken from the digest, which cites the IAEA.

New compared with earlier reports. BSM previously reported the eighth localized ceasefire and planned repairs, and completion was unverified. It is now confirmed.

Why it matters. The plant's six reactors are shut down, but electricity is still needed for cooling and nuclear-safety systems. Strengthening the only external connection reduces one immediate risk, but without a second line the facility remains vulnerable to another interruption. For the Baltic states the relevance is European nuclear safety, not a change in military posture.

BSM analysis: the repair and the risk concern different things. The repair made the single line more reliable. The risk is that the line is single. The news is therefore good for the condition of the equipment and neutral for systemic vulnerability.

Next step: restoration of a second independent supply, new outages of the external grid, deterioration in backup diesel-generator availability.

Rummy: British Typhoons in a French nuclear scenario for the first time (MODERATE)

Britain's Ministry of Defence confirmed on 23 October that RAF Typhoon fighters had taken part for the first time in a French airborne nuclear-deterrence exercise. Exercise Rummy took place on 20–21 October. British Typhoons escorted French Rafale jets during a simulated nuclear-strike mission launched from Saint-Dizier air base. No nuclear weapons were used.

The political basis is not new: in July 2025 Britain and France signed the Northwood Declaration on closer cooperation between their independent nuclear forces. Previously British participation had been limited to observing French exercises. This time British aircraft played an active escort role. According to ministers of both countries quoted in the release, independent nuclear forces do not preclude coordination, and their cooperation can contribute more to the Alliance's security.

What is not established. The exercise does not show that new arrangements have already been put in place. Both countries keep independent nuclear forces and national decision-making, and command arrangements are unchanged.

Why it matters. Britain and France are the two nuclear-armed NATO members in Europe. Demonstrated interoperability matters for European deterrence. For Estonia, Latvia, Lithuania and Poland the significance lies in the development of European capabilities, not in an immediate deployment in the region. Scheduled exercises normally fall below BSM's threshold, but this one shows a previously unexercised operational arrangement, not a mere repetition.

BSM analysis: what counts is not what happened but what became practice for the first time. The 2025 political declaration was something on paper, and this exercise turned it into a concrete task for specific aircraft. But between a shared task and a shared command lies a distance that this episode does not shorten.

Next step: further joint exercises, permanent coordination structures, a change to binding procedures.

New and updated watch items

  • Patriot (WATCH, high). According to Zelensky's ABC News interview, relayed by Ukrainska Pravda, Ukraine received only 24 US-supplied Patriot interceptors in the past 90 days, against an estimated need of about 350 a month. It is a significant quantitative disclosure of a shortage, not a new shipment. 🟡 The figure has not been reconciled with US records.
  • Germany and Ukrainian Bars drones (new WATCH, moderate). According to Bloomberg, relayed by Ukrainska Pravda, Germany is discussing procurement and co-production of Bars jet-powered drones as one of several long-range strike options. 🟡 No signed contract, quantity or timetable.
  • Oleshky (WATCH, high). According to Reuters (via the digest, not checked by me), the ceasefire is expected from 27 October and humanitarian operations are planned for 29 October. These look like different phases of one arrangement, which would explain the discrepancy flagged in the 14:00 report. Implementation and evacuation have not happened yet.
  • Unchanged: Starlink and Starshield (restoration covered in the 14:00 report), Piirsalu, Oryol and Togliatti, Khoryv, the Abu Dhabi talks, the early-warning system, the Lithuanian drone, Cosmos 2612, Finland, NATO in the Black Sea, St Petersburg, Ukraine's power grid, the Netherlands, the Kaliningrad radar, Slovakia and Russia, Fire Point, Sandworm and Yggdrasil, the Swedish pilot, customs checks, the EU Black Sea operation.

Conclusion

Both events this cycle have the same shape: a first concrete step and a missing outcome. The repair near Zaporizhzhia is done, but the second line is down. British aircraft carried out a task in a French scenario for the first time, but command is unchanged.

A first step shows direction, not distance.
