A Second Cargo Ship Sunk in a Week: What Is Known About the Drone Attack Off Bulgaria, and What Is Not Proven

Baltic Security Monitor | Material OSINT Update Snapshot: 13 October 2026, 14:00 (Europe/Tallinn)

Overnight into 13 October drones struck two merchant ships off Bulgaria's coast. One, flying the flag of Guinea-Bissau, sank: five crew were rescued and eleven are missing. The other, a Malta-flagged ship owned by the Ukrainian side, was damaged and all 15 crew were rescued. Who is behind the attacks is unknown: Sofia says plainly it has no evidence.

1. What happened

Chelsea 3. The Malta-flagged ship, registered in Odesa and owned by the Ukrainian side according to Bulgaria's government, was hit by three drones about 18 miles east of Byala. The distress signal came at about 01:30. All 15 crew (seven Ukrainians and eight Azerbaijanis) were rescued and brought to Varna. According to the crew, drones circled and three explosions followed (Interior Ministry chief secretary Lyubomir Nikolov, per Novinite). Some crew needed medical help: per Novinite three were hospitalised with second-degree burns; the government says five received treatment; lives are not in danger.

The ship that sank. Per Reuters it is the cargo ship HS Dignity, flagged in Guinea-Bissau, which sank off the village of Krapets, about 17 miles to the east. Five were rescued; eleven are missing. Per Novinite most of the crew are Syrian, with three Egyptians. Early reports named a different ship, Azov Concord; Bulgaria's Interior Ministry at first could not definitively confirm a sinking, and Turkish sources cited by Novinite suggested Azov Concord may have been helping in the rescue. BSM therefore identifies the sunken ship per Reuters (HS Dignity) and flags the early confusion.

Context. A week ago, per Reuters, a ship sank after drone strikes in Bulgaria's exclusive economic zone, killing nine Syrians and one Egyptian. BSM covered those 6 October episodes. Per Novinite, debris could not be recovered then, so the drones' origin could not be established technically.

Official reaction.

  • Prime Minister Rumen Radev convened the security council, called the attack "absolutely unacceptable", met Russia's ambassador Eleonora Mitrofanova and spoke with NATO Secretary General Mark Rutte and European Commission President Ursula von der Leyen.
  • Radev said Bulgaria has no "solid and clear evidence" to accuse anyone, but that the outcome benefits the Russian Federation. Mitrofanova replied that she had no information from Russia's defence ministry and did not rule out a provocation by a third party (Bulgarian government; Reuters).
  • Radev is asking for help strengthening surveillance of airspace and maritime areas. Rutte said, per Reuters, that NATO would adjust its eastern-flank presence "as needed". Von der Leyen called the Black Sea "another front of escalation". Ukraine's foreign minister Andrii Sybiha blamed Russia.
  • Bulgaria will open talks with Romania and Turkey on joint shipping-safety measures. The government says the attacks have already raised insurance costs, that some cargo is refusing to go to Bulgarian ports, and that oil supplies to the Burgas refinery are at risk. These are government assessments; the scale is not independently confirmed.

2. Confirmed versus outstanding

Claim Status
Drone strikes on two merchant ships overnight into 13 October ✅ Bulgarian government, Reuters
Chelsea 3 damaged, all 15 crew rescued ✅ Bulgarian government, Reuters
HS Dignity sank; five rescued, 11 missing ✅ Reuters; 🟡 early reports named Azov Concord
Who is responsible 🟡 Bulgaria says there is no evidence; Sofia thinks Russia benefits, Kyiv directly accuses Moscow
NATO has changed its eastern-flank presence 🟡 Rutte: "as needed"; no concrete decision confirmed
Economic effects (insurance, Burgas) 🟡 Government estimates only
Fate of the 11 missing 🟡 Search continues

3. BSM analysis

The facts of the attacks are firmer than the attribution. The strikes are confirmed by the government, Reuters and other outlets. Who operated the drones is not established, and Bulgaria's prime minister says so himself. His argument that "Russia benefits" is an inference about outcomes, not proof. Equally, Kyiv's position that Russia is responsible is a claim, not an investigative result. BSM therefore does not write "Russia sank the ships" and does not write the opposite.

Why this matters more than the previous episode. It is the second attack with a sinking and loss of life in a week near the territory of a NATO member, and this time a Ukrainian-owned ship is among those hit. Rising insurance rates and refused cargoes show the consequences reach beyond individual ships.

What the event does not show: a new NATO deployment, a change in rules of engagement, or an identified weapon. Rutte's words remain a pledge.

For the Baltic states the parallel is obvious but indirect: commercial ships near a war zone, uncertain drone attribution and a need for coordinated surveillance. Bulgaria's border police director Anton Zlatanov said, per Novinite, that countermeasures cost more than the drones and lag behind them, which will sound familiar to anyone following drone defence. Rutte visits Tallinn on 14 October and maritime security is likely to come up, but that is an assumption, not a confirmed agenda item.

WATCH: updates

🟡 Poland, Starlink: a third detainee. Reuters, 13 October: Poland's RMF FM, citing anonymous sources, reported that a woman was detained in Berlin and may have acted as a driver. Polish prosecutors will assess her role and decide whether to seek her extradition. A spokesperson for Germany's Federal Criminal Police confirmed the agency coordinated information exchange over three detainees. Reports of a fourth are inconsistent. This closes part of the earlier 🟡 on German confirmation but does not show a wider network or intelligence involvement. Next check: official charges, the number detained, evidence.

🟡 Energy ceasefire. Per the digest, Reuters reported at 10:44 UTC on 13 October that Russian strikes overnight, for the first time since Trump's announcement, did not target Ukrainian energy, though attacks on cities and transport continued, and Zelensky said Ukraine had not hit Russian refineries for two days. I did not find the text itself: my search returned only coverage of a similar pause in January 2026, so this is from the digest alone. The Kremlin has not yet confirmed. One night without strikes on energy does not prove a working arrangement. Next check: a Moscow statement, the pattern of strikes over several days.

🟡 US, intelligence sharing. Per the digest, Reuters reports that Ukrainian forces got no advance warning before a Russian ballistic strike on Kyiv, while Ukraine's foreign minister said on 13 October that American intelligence sharing continues. The absence of a warning does not prove suspension. Not verified by me.

Estonia, Rutte's visit. NATO confirmed that the Secretary General will visit Estonia on 14 October: meetings with the president, prime minister, foreign and defence ministers, a press conference at 12:25 (EEST), a speech at Tallinn University of Technology at 14:20 and a visit to Ämari Air Base. The visit was announced earlier and is not material by itself.

Per the digest, not re-verified by me

Item State per digest
NATO, "Theory of Victory" Presentation held; no adoption or orders
Ukraine, diesel shortage No new data on effect on military logistics
Missile-production sanctions (Ukraine, EU) No measurable effect
Samara, Rostov, Redkino, Ukhta, Yandex No new independent assessments
Molesworth, Hanning, Rybar, Lithuania No new confirmation
Poland, threat to Tusk and Kosiniak-Kamysz Separate case; no foreign direction shown
NATO Innovation Fund The €1 billion fund is expanding in Warsaw; an investment strategy, not a new deployment

Conclusion

The main point: another cargo ship has sunk off a NATO member, eleven sailors are being sought, and it is the second such sinking in a week. Three questions follow: whether the missing are found, whether the drones' origin can be established, and whether Rutte turns "as needed" into concrete decisions.

Next checks: the search-and-rescue operation and the fate of the 11 missing; technical or judicial attribution of the drones, and any recovered debris; concrete NATO and EU surveillance measures; Bulgaria's consultations with Romania and Turkey; insurance rates and shipping to Burgas; the results of Rutte's visit to Estonia.
