What happened

On 5 October the cargo ship Royad Mammadov, flagged in Saint Kitts and Nevis, caught fire and sank in the Black Sea. According to Romania's Interior Ministry, the incident took place in its exclusive economic zone, roughly 30 nautical miles south of Sfântu Gheorghe, outside territorial waters. The vessel was carrying corn from Ukraine's port of Izmail to Ravenna, Italy. There were 13 crew on board: 11 were rescued and two died. Border police were alerted to the fire at about 11:00 local time, and the rescue was run by the Romanian coast guard with a helicopter.

Zelenskyy said the ship was deliberately struck by two Russian drones, that it was chartered from Türkiye, and that the crew were citizens of Azerbaijan and India. India's embassy confirmed that three Indian crew members are safe, one of them injured.

BSM analysis: why this is material even without a confirmed cause

What is confirmed is already significant: a civilian commercial vessel that left a Ukrainian Danube port sank with fatalities in a NATO member's economic zone. That widens the maritime-risk picture beyond attacks confined to Ukrainian ports and territorial waters.

If the Ukrainian attribution is confirmed, it would show that Russia is willing or able to strike a commercial vessel after it has entered the EEZ of a NATO member.
