The monitoring cycle found no material events, but one report needs separate treatment. Trump agreed a Russian diesel supply deal with Putin, the US Treasury issued a temporary licence, and the next day Trump said publicly that it is "time for Ukraine to get a new President." The story is three different things with different levels of confirmation. Pressure on Kyiv and a relaxation of sanctions are confirmed. What is not confirmed is the most dramatic part: a threat to cut off intelligence sharing.

1. What happened: a timeline

27 September. Trump urged Zelensky to "take it easy on the refineries," citing diesel prices; he said Zelensky replied "we'll probably do that." A Ukrainian official told the Kyiv Independent at the time that Kyiv had agreed to nothing and would stop only if Russia also accepted an energy truce. Trump's 14 September claim that Moscow and Kyiv had agreed not to hit each other's energy facilities was not confirmed by either side.

9 October. Trump announced on Truth Social a deal with Putin, reached in a phone call: Russia would "immediately" supply more than 300,000 tonnes of diesel, 500,000 tonnes in November, a further million "immediately thereafter" and three million more "within a short period of time" (ITV). The Treasury then issued a temporary licence allowing Russian diesel onto the global market despite US sanctions; reportedly it runs until 7 April 2027 (Meduza, Censor.net). The White House did not say who would pay, when the fuel would be available, or whether the November shipment would arrive before the 3 November midterms (ITV).

9–10 October. Zelensky called the deal a "gift" to Putin, said he was blindsided, and proposed reciprocity: Ukraine will not set Russian refineries on fire if Russia does not destroy Ukrainian energy infrastructure (ITV, Axios). A US official told Axios that Trump agreed the deal after Zelensky ignored about six American requests to stop the strikes, and that Zelensky is "misreading the room."

10 October. Trump told reporters: "I think it's time for Ukraine to get a new President," adding "a new leader who could make a deal." He also said Zelensky had been told he could do what he wanted to Russia but not hit the refineries, and "better damn well stop" (Meduza).

3. BSM analysis

Three things in this story are easy to blur, and should not be.

The relaxation of sanctions is confirmed. A temporary licence for Russian diesel is a documentary step, not a rumour. Its effect depends on how much fuel actually reaches the market.

Pressure on Kyiv is confirmed, but in Washington's framing. The American official gives the motive himself: prices for American consumers ahead of the election. That is an economic argument, not a strategic threat assessment.

The threat to cut off intelligence remains a dispute between two accounts. A Ukrainian official describes an ultimatum; an American official says the envoys only said the US supplies munitions and intelligence and that Ukraine should not take actions that hurt American consumers. There is no direct confirmation of a suspension or a formal ultimatum. Until restrictions are documented, BSM does not treat this as a change in intelligence sharing.

What it means for the Baltic states. Indirect but real: allied sanctions policy is diverging. London added 38 designations against Russian oil and the shadow fleet on 8 October; Berlin, per the digest (Reuters), reaffirmed its sanctions despite Washington's decision; the EU is preparing a 1,646-listing package. At the same time the US is temporarily allowing Russian diesel onto the market. For a region contending with the shadow fleet in the Baltic Sea, this is a question of consistency, not a new direct threat. It does not change Article 5 or force dispositions.


WATCH: updates

🟡 Montenegro, the Rybar network. An update that corrects my earlier flags (BSM, 9 October, 14:00). Founder Mikhail Zvinchuk, his wife and three other Russians were not only detained but expelled. Authorities revoked their residency and issued expulsion orders under the Law on Foreigners, citing a threat to national and internal security; the group had entered Montenegro less than two days earlier and was staying at a hotel in Risan (OCCRP). A drone, high-resolution cameras, GoPros and several phones were seized, described as "sophisticated digital equipment," and passed to prosecutors in Podgorica and Kotor for forensic analysis (OCCRP, citing Vijesti). Earlier I could not verify this; the seizure of a drone and cameras is now confirmed. The report mentions no criminal charges, and the analysis is pending. Rybar says on Telegram that the group did nothing wrong and came legally to film at the Cetinje Monastery. The US offers up to $10 million for information on Rybar over election interference, and the UK has sanctioned Zvinchuk. An operational sabotage or intelligence activity in Montenegro is not established.

🟡 RAF Molesworth. The two Latvian nationals have been released on bail with "strict conditions" (ITV Anglia). They were found on the base at about 02:00 on Thursday, 8 October; an MoD patrol had spotted an abandoned vehicle near the perimeter hours earlier. They were first arrested on suspicion of trespass on a prohibited site and criminal damage, and later also on suspicion of entering a prohibited place for a purpose prejudicial to the UK under the National Security Act 2023. Commander Helen Flanagan of Counter Terrorism Policing London said officers are still working out the men's motivation and whether a crime was committed, and that nothing so far links the incident to RAF Fairford. The source does not mention Russia. Next check: charges, forensic findings, court date.

🟡 Germany, the Hanning case. Per the digest (FT), no new recipient or Russian link has been established. Not verified by me. Next check: prosecutorial findings.

🟡 Lithuania, US base and constitutional amendment. No new agreement or permanent forces; per the digest the next vote is in January 2027. No nuclear deployment is authorised.

NATO, Theory of Victory. No decision; next checkpoint 12 October (SACEUR General Alexus Grynkewich's presentation, per the digest). Steadfast Noon begins on 13 October; NATO has announced no new nuclear posture.

Other items checked

Per the digest, Republican Brian Fitzpatrick announced on 10 October a bill against the Russian diesel deal and intends to force a House vote through a discharge petition; nothing has passed and sanctions authority is unchanged. Berlin reaffirmed its sanctions against Russia. I did not check either separately.


Conclusion

What matters most in this cycle is not events on the ground but a split between allies over how to pressure Russia. Confirmed: Washington has relaxed sanctions on diesel and is publicly pressing Kyiv. Not confirmed: that pressure has turned into a cut in intelligence. Between those two statements lies the line between a political dispute and a change in the terms of the war.

Next checks: official confirmation or denial of the intelligence threat; the text and terms of the Treasury licence and the first real deliveries; whether Kyiv stops refinery strikes and agrees reciprocity with Moscow; the EU and UK response to the licence; any change in intelligence sharing; charges in the Molesworth case; forensic findings on the equipment seized from the Rybar group.
